Ethics Inquiries

The Ethics Program was created in 2003 as part of BPU’s ongoing commitment to the citizens of our service area. Through the work of our Ethics Administrator and the dedicated efforts of the BPU officials and employees, we seek to provide the best service to our customers with the highest ethical conduct in our public utility.

The Kansas City Board of Public Utilities (BPU) Ethics Program promotes public trust through a politically unaffiliated and nonpartisan Ethics Administrator.

The Ethics Program provides training, investigations, advising and community outreach to the elected officials, employees and citizens of the BPU and its service area.

Under the BPU Ethics Policy, the Ethics Administrator is responsible for responding to inquiries and complaints, and communication may be accomplished in any of the methods listed below.

Those communicating by phone or mail may seek an advisory opinion concerning conduct authorized by the Ethics Policy, may ask questions related to the Ethics Program, or may register complaints of ethics violations.

For your convenience, the ethics hotline, (913) 271-6337, has been established as a confidential answering service, and the service is monitored regularly by the Ethics Administrator to receive your confidential message. Although hotline callers may elect to remain anonymous – their communication will receive a response – callers are urged to leave names and telephone numbers for return calls as a means of effectively investigating all reported manners. All communications will remain confidential, used only for official purposes of investigation, and the identities of the callers will only be revealed upon proper judicial authority.

Ethics Ruth Benien
BPU Ethics
Administrator

Ruth Benien has a Juris Doctorate from the University of Kansas School of Law and a B.S.J. from the University of Kansas with a major in Journalism and a minor in Personnel Administration. She has practiced law in Wyandotte County for the last (25) years and served as President of the Wyandotte County Bar Association, the Association of Woman Lawyers of Greater Kansas City and the Kansas Trial Lawyers Association. During the course of her practice, she has served as a member of and conducted investigations for the local and state bar association ethics and grievance panels applying the Code of Professional Responsibility to the actions and conduct of lawyers. She has served as mediator and participant in numerous mediations and has experience developing and presenting employee training issues as evidenced by extensive seminar presentations. She is a graduate of the Wyandotte County Leadership 2000 program and has served on or worked with numerous civic and community panels and groups.
